I have a retaining wall with steep incline to retained soil. As I increase the base length from say 2m to 3m to 4m, the horizontal load on the Stem increases. I don't think the larger base length would increase the horizontal load on the stem?

As for your question (not sure if you still have it, though), given the way we are calculating the horizontal loads on the stem, having a longer base and inclined soil will definitely increase the horizontal load magnitude. Since we assume the horizontal loads are acting in the vertical line at the end of the base, the longer the base is, the highest that line will be and therefore the larger the load magnitude. Does that make sense? Please refer to the attached image to make it more clear.
