Update NZS AS 1720.1:2010 to the new edition AS 1720;2022

Update the NZS AS 1720 to the newest code edition (2022).

Additionally, allow AS 1720 to be chosen from the Member Design Dashboard instead of having to launch from Beam Module or S3D (see image) as currently AS 1720 is not an available option from the dashboard.
